Elimination of Discrimination In The College
HIOP shall follow a ‘zero tolerance’ policy on discrimination. The institution is dedicated to maintaining an environment of equality, dignity, and respect for all, regardless of caste, creed, religion, language, ethnicity, gender, or disability.
What Constitutes Discrimination?
Discrimination implies any distinction, exclusion, restriction, or preference based on race, caste, religion, disability, or gender which has the purpose or effect of nullifying or impairing the recognition, enjoyment, or exercise of human rights. This includes:
- Denying admission or any other service/facility to a student on the basis of identity.
- Treating a student or staff member unfavorably or holding them to different standards based on their background.
- Verbal or physical abuse, hostility, or intimidation based on caste, gender, or disability.
- Depriving any student of the benefits of any scheme or facility provided by the institute on the grounds of caste or social status.
Zero Tolerance Policy
No act of discrimination, subtle or overt, shall go unnoticed. No offender, whether student, faculty, or non-teaching staff, shall go unpunished.
The authorities shall explain to the faculty and students that discrimination is a violation of fundamental Constitutional rights and Indian culture. It exists because of deep-seated prejudices which must be eradicated through education and strict enforcement of rules.
Complaint Mechanism & Redressal
- Reporting: No effort should be made to minimize the number of ‘reported cases’ of discrimination. Reporting is to be encouraged through all available means.
- Complaint Register: A Complaint Register is maintained in the Principal’s/Registrar’s office for the purpose of lodging complaints.
- Confidentiality: The identity of the complainant shall be kept confidential to protect them from victimization.
- Proactive Help: Every student will be allocated a staff member who will help them in every respect. In matters relating to discrimination, the student can seek help from the Anti-Discrimination Committee.
Punishment & Disciplinary Action
The Anti-Discrimination Committee shall keep a continuous watch over the campus atmosphere to prevent the occurrence of discriminatory incidents. If an individual is found guilty, the punishment may include:
- Written apology and warning.
- Suspension from the institution/classes/hostel/mess.
- Withholding scholarships or other benefits.
- Debarring from representation in events or withholding results.
- Rustication/Expulsion from the institute.
- If the act amounts to a cognizable offense (e.g., under the SC/ST Prevention of Atrocities Act), the same must be reported to the police.
